About us

Value People’s founders Stefan Sanchez and Alan Brown are dedicated to delivering a high quality, hands on service by ensuring they personally direct and quality assure all Value People commissions.

Stefan and Alan have a unique and practical understanding of applying the Better Business Case methodology and have assembled a team of experienced technical support associates across a range of specialisms to assist them in the development of more complex cases.

Before becoming a specialised management consultant, Stefan had a diverse and varied career in the public sector including regulatory work; parliamentary experience and senior management positions in the Welsh Government – latterly in the finance department.

Stefan is an experienced strategic thinker with extensive experience of developing government strategy and policy with an excellent understanding of political needs and led the development of the Welsh Government’s approach to programme and project prioritisation through the Wales Infrastructure Investment Plan (WIIP). This is the Welsh Government’s pioneering policy to set out a pipeline of programmes and projects and strategic approach to prioritisation of these schemes.  Alongside this Stefan oversaw the allocation of over £700m of central funding to schemes in Wales, recruiting a Panel of independent senior ministerial advisors and working closely with ministers and senior officials in the process.  He maintains a broad range of contacts within government and stays abreast of Wales and UK political developments.

Stefan has depth of knowledge and practical application of the best practice Better Business Case approach to developing spending proposals in the public sector using the Five Case Model.  He has led the development of several high profile schemes across the Welsh public sector, including the Welsh Government’s Local Government Borrowing Initiative; Flood Programme; Social Housing Revenue Grant; Capital Loans for Sports and Leisure and many more.  He has overseen over 100 ‘scrutiny reviews’ for Accounting Officers seeking assurance their investments will deliver value for money.  He established and still leads the rapidly expanding Better Business Case network – a forum to bring together practitioners to share best practice, develop skills and to help embed the approach across the public sector.

Stefan led the development of the Better Business Case accredited standard which is now commercially available and is a founding member of the Better Business Case Standards Board which regulates the accredited standard.  In this capacity he has recently provided the New Zealand Treasury and States of Guernsey with advice on the Better Business Case approach.  In New Zealand, Stefan led a series of interviews with 12 senior consultants alongside Joe Flanagan, the architect of the Five Case Model and Chief Examiner of the Standard, which resulted in formal endorsement of these individuals by the NZ Treasury as Better Business Case ‘Master Practitioners’.  Stefan is also an Approved Better Business Case Trainer by APMG.

Recent Better Business Case assignments include:

  Develop the Department of Health’s care.data Programme Business Case – a designated Major Project by the Cabinet Office, HM Treasury and Major Project Authority
  A Programme Business Case for the reorganisation of 10 primary schools in the Gwernyfed Catchment Area for Powys CC and combined Strategic Outline Case-Outline Business Cases and Full Business Cases for the subsequent investments (3 new primary schools)
  An Outline Business Case and Full Business Case for the proposed Ysgol Dafydd Llwyd, Primary School in Newtown for Powys CC
  An Outline Business Case for an integrated health and social care centre at Tregaron for Ceredigion County Council
  A Programme Business Case to  support infrastructure developments on ‘Energy Island’ for Anglesey CC

Alan particularly enjoys acting as a critical friend or mentor in the development of Better Business Cases drawing on over 30 years of diverse experiences to help shape and develop a compelling case for change and investment.

Alan always attempts to put himself in the shoes of the receipients of the business case to ensure it makes sense, is deliverable and offers value for money.

As an independent advisor to Jane Hutt, Welsh Government Minister for Finance, Alan provides expert advice on a full range of strategic capital investment proposals thereby ensuring that future investments are strategically prioritised and deliver maximum benefit to Wales.

This appointment has allowed Alan to hone his understanding of the application of the Better Business Case methodology and recent assignments include:

  The 21st Century School Building Programme – Former Member Capital Investment Panel responsible for making funding decisions for the allocation of funding to schools in Wales

As a Chartered Surveyor and Regeneration Specialist much of Alan’s career has revolved around the use of land and buildings as strategic business assets, the unlocking of latent development potential and the building of effective delivery partnerships. Property is a key ingredient in many projects so Alan’s specialist knowledge can be helpful particularly when developing strategic and commercial elements of business cases.

As the former Chief Executive of BP D’Arcy Development, Alan developed one of the UK’s largest corporate sponsored economic regeneration projects.  Alan was instrumental in the transformation BP’s former 1,000 acre Llandarcy Refinery into the proposed 4,000 dwelling Coed Darcy Urban Village and led the planning application and Section 106 negotiations for this development.

After leaving BP in 2007 Alan became the Programme Director for Yeovil Vision a Public/Private Partnership tasked with delivering an exciting portfolio of investment projects to transform a strategically significant West Country Town.  Key public sector stakeholders included: Yeovil Town Council, South Somerset District Council, Somerset County Council, and the South West RDA.

Since becoming a consultant in 2010 Alan has become a trusted advisor to a growing portfolio of organisations and is a Board Member of the Centre for Regeneration Excellence Wales (CREW), Cadwyn Housing Association (Cardiff) and the Anglesey Energy Island Programme.
